There is no single worldwide "ICAO Level 4 test sample PDF" that represents every aviation English assessment. Level 4 is a language proficiency rating. To find a useful sample, first identify the test provider and whether you need the air traffic controller or pilot version. Then use material published by that provider.
For ATC candidates, two places to start are the ELPAC ATC sample test and CATC's Test Sample page. They are not interchangeable: each belongs to a different assessment. This guide points to public resources, not a live question bank, a model-answer key or a guarantee that an authority will accept a result.
Why does a search for "ICAO Level 4 questions" produce mixed results?
ICAO sets language proficiency requirements and a rating scale, but the name of a test, its tasks and the way a candidate accesses samples depend on the provider. ICAO's Personnel Licensing FAQ explains the language-proficiency context; it does not prescribe one universal candidate test with one question paper.
A result labelled "Level 4 practice test" may be original practice, a provider's genuine public sample, an old document from another jurisdiction or an unverified copy of test material. Before using it, check the publisher, date, intended role and whether it describes the assessment you will actually take. A PDF result is not automatically more official than a web-based sample.
ELPAC: an interactive ATC sample, not a universal PDF
EUROCONTROL's ELPAC sample-test page provides separate ATC and Pilot options. It says the ATC sample opens in the ELPAC test system without sign-in and recommends a desktop browser, stable connection and headphones. The purpose is to experience the interface, audio quality and question format. It is not a formal test session and its outcome is not an ICAO rating.
Choose the ATC option if you are preparing for ELPAC ATC. The official test description distinguishes its ATC and Pilot listening versions. A pilot sample may still be interesting, but it cannot replace the task instructions for the controller version. If your authority or employer uses a different assessment, confirm whether ELPAC practice is relevant before making it your main study material.
Our ELPAC guide for controllers explains the format and where official samples fit into preparation; it does not reproduce ELPAC's questions.
CATC: use the centre's own page for Thailand
Thailand's Civil Aviation Training Center links to a Test Sample page from its CATC-LPTC overview. The overview describes six parts and an approximate 45-minute assessment. The sample page has been intermittently unavailable to our review tools, so this article does not claim to have inspected every image, audio item or question on it. If the link does not open, use CATC's main page or contact the centre rather than relying on a copied file of uncertain origin.
The CATC test and registration guide covers the centre's published eligibility, format and administrative information. ELPAC questions should not be treated as CATC questions merely because both assessments use the ICAO rating scale.
Is a free PDF of questions and answers enough?
Usually not. A document can help you understand a format, but a written answer cannot show how well you understood audio, handled an unexpected follow-up or repaired a misunderstanding. The ICAO FAQ says language tests should offer varied opportunities to use plain language in aviation work-related contexts. Memorising a list of answers may hide, rather than reveal, a listening or interaction difficulty.
Do not assume that a file advertised as "real ICAO Level 4 questions" is authentic or that distributing it is permitted. Public provider samples and original practice exercises have different origins. ATCBase-created exercises should always be labelled as practice, never as questions taken from a live CATC or ELPAC examination.
A quick checklist before practising with a sample
1. Write down the test name and version your authority or training organisation accepts. 2. Open the provider's current page and select the ATC version where one exists. 3. Note whether the resource is an interactive sample, a handbook, a rating descriptor or an original third-party exercise. 4. Use the sample to identify the skill you missed, such as understanding a key detail or responding to a follow-up, rather than to estimate a pass mark. 5. Recheck the provider's instructions before booking; a practice resource is not an appointment confirmation.
If listening is the main difficulty, the ATC ICAO English preparation guide gives a general study routine. A formal rating can only come from the applicable assessment process, not from working through a sample at home.
Sources and editorial scope
Reviewed 11 October 2026. ELPAC's sample page and ICAO's FAQ were directly accessible in this review. CATC's sample page was discoverable on its official site but did not load reliably, so its individual media were not inspected. This article makes no claim that a downloadable universal ICAO test PDF exists.
